Can Russia be of help to anyone fighting against the global anti-smoking disease? That’s how I concluded my previous column, adding that I know a lot of people, Europeans or Americans, hoping for salvation coming out of Russia, with its historic record of breaking the back of a lot of global pestilences, starting from Napoleon wars or even earlier. Kann Russland jenen helfen, die gegen die globale Anti-Raucher-Krankheit kämpfen? So habe ich meine vorherige Kolumne abgeschlossen und hinzugefügt, dass ich viele Menschen kenne, Europäer oder Amerikaner, die auf Rettung aus Russland hoffen, mit seiner historischen Bilanz, vielen globalen Seuchen ein Ende zu bereiten, angefangen von Napoleonischen Kriegen oder sogar früher. Why the smoking ban hasn’t really worked in Greece The Greeks are, by and large, a pretty law-abiding bunch. There’s not much visible crime, and they have a tendency to be both trusting and trustworthy. Warum funktioniert das Rauchverbot in Griechenland nicht wirklich? Die Griechen sind im Großen und Ganzen ein ziemlich gesetzestreuer Haufen. An offensichtlichen Verbrechen passiert nicht viel, und die Griechen neigen dazu, sowohl Vertrauen zu haben als auch vertrauenswürdig zu sein. So überrascht es viele, die z.B. aus dem Vereinigten Königreich nach Griechenland kommen, wie wenig Rauchverbote, Motorradhelmvorschriften und Gurtpflicht beachtet werden. Diese Missachtung bestimmter Aspekte von Gesetze wurzelt meines Erachtens im Misstrauen der Griechen gegenüber den Politikern und den Regierungen, denen diese angehören. He may be wrong, but certain logic is there. Any politician willing to pick up the issue is running high risks, at least the risk of a suddenly divided electorate. „Vor der Präsidentschaftswahl im März 2018 wird es keine neuen Rauchverbote oder andere große tabakbezogene Maßnahmen geben”, verriet mir ein russischer Abgeordneter vertraulich. Er mag falsch liegen, aber eine gewisse Logik hat das. Jeder Politiker, der das Thema aufgreifen will, geht hohe Risiken ein, zumindest das Risiko einer plötzlich verteilten Wählerschaft. Nicht nur bei diesem speziellen Thema sind die Wähler verteilt. Umfragen zeigen eine deutliche Verschiebung der öffentlichen Meinung in dieser Frage. Es war ein Antiraucher-Arzt, der mich zuerst dazu überredet hat, mit dem Rauchen anzufangen. Bis dahin war ich nicht im Geringsten daran interessiert. Es geschah wie folgt: Mit 17 Jahren habe ich für ein paar Monate bei einer englischen Familie gewohnt, während meine Eltern in Brasilien blieben. Und nicht lange nach meiner Ankunft wurde ich Zeuge eines ziemlich schockierenden Ereignisses: Der Vater des Hauses hatte seinen ziemlich eigensinnigen ältesten Sohn beim Rauchen erwischt und fing an, ihn aus vollem Hals ein ganze Zeit lang anzuschreien. It was an antismoking doctor who first persuaded me to start smoking. Up until then I’d not been in the least bit interested in starting. What happened was that, at age 17, I went to stay for a few months with an English family, while my parents remained in Brazil. My recent trip to Altai, an enchanted mountaneous area of Siberia bordering China and Mongolia, has confirmed the claims that Russians, historically, do not fight bans, they dilute and incapacitate them with passive, but indomitable resistance. About the only place in Altai where you can get fined for smoking in a wrong place is the airport (and they did it, in my case). The rest of the territory is, basically, open air, villages and tourist facilities.
